Inner City Ministries-St. Louis was launched by Rev. Jerry Harris over ten years ago. It was launched as an Assemblies of God National Appointed Home Missions Project to facilitate church planting in the inner city of St. Louis. The original vision was to have at least one chuch in each of the 28 wards of St. Louis. The vision included:
01) To be a foundational support of ministry in the Inner City. To include: prayer, advising, facilitating, finances, evangelism, ministry training and construction and planting of Churches
02) To mother new congregations and assist in the purchase of facilities as needed.
03) To develop and assist much needed ministries such as: safe houses for men and women, edcuational opportunities, pre-entry Teen Challenge Centers and tutoring and mentoring
Over the last ten years the following have served as ICM-Directors:

-Rev. Kieth Kisart-Director
In 2007, Rev. Dr. Joel A. Oliver was appointed the Executive Director of Inner City Ministries-St. Louis. He and his wife Rev. Sherry Oliver continue to serve as ICM-St. Louis Executive Director and Director. Rev. Jerry Jones and his wife Linda were appointed Associate ICM-St. Louis Directors in 2009. The ICM-St. Louis vision has not changed. Under the direction of Rev. Joel A. Oliver, the vision has been refined and revitalized.
